Rapidus Selected as Official Business Operator by Japan Government

TOKYO, Nov. 21, 2025 – Rapidus Corporation today announced that it has been selected as the official business operator by the Japan government. The selection was based on the Japan act “Promotion of Information Processing,” to identify the most suitable entity to implement necessary measures for the stable production of high-speed information processing semiconductors by Japan’s Ministry of Economy, Trade and Industry (METI). These measures include establishing production facilities for such semiconductors, prototyping them, developing demand and other related activities.

METI conducted a public solicitation from September 3 to October 2 of this year. The process was titled, “Public Solicitation for the Selection of Entities Deemed Most Capable of Appropriately Implementing Necessary Measures to Ensure Stable Production of Semiconductors.” Rapidus applied and was selected as the operator.

During the selection process, the Minister of Economy, Trade and Industry provided guidance regarding the appropriate shareholding structure when receiving government investment, based on points raised during the review and evaluation process. Rapidus accepted this guidance and plans to revise the implementation plan submitted to METI and resubmit it in accordance with the law.

Rapidus is now preparing to raise funds from private investors and private financial institutions. As it has been selected as the operator, Rapidus is planning to submit an application for investment of 100 billion yen by Japan’s Information-technology Promotion Agency, the policy implementation agency of METI, within the current fiscal year.

Since fiscal year 2022, Rapidus has received subsidies from Japan’s New Energy and Industrial Technology Development Organization under the “Post-5G Information and Communication Systems Infrastructure Enhancement R&D Project / Development of Advanced Semiconductor Manufacturing Technology (Commissioned).” These projects are part of the “Research and Development of 2nm-Generation Semiconductor Integration Technology and Short Turnaround Time (TAT) Manufacturing Technology Based on Japan–U.S. Collaboration” and “Development of Chiplet, Package Design and Manufacturing Technology for 2nm-Generation Semiconductors.”

Going forward, Rapidus will secure funding through capital increases and loans from both public and private sources. This will enable the company to steadily progress from its current R&D phase to mass production of 2nm logic semiconductors by 2027.
